Moinho Cine Fest is organized annually in Matosinhos, Portugal, by ANARTEM, a Cultural Association and it has the EFFE Label 2024-2025, which is an initiative by the European Festivals Association supported by the European Commission and Parliament.
Only animation, documentary, fiction and experimental films are accepted.

FEE WAIVER:
You can request a fee waiver by sending an e-mail to moinhocinefest@gmail.com informing the film and the reason.
The festival direction reserves the right to decide to accept the request or not.
The submission fee will be deducted from the screening fee if the request is accepted and if the film is selected for the Moinho Cine Fest competition.

Requirements:
PREAMBLE
Moinho Cine Fest is organized annually in Matosinhos, Portugal, by ANARTEM, a Cultural Association and it has the EFFE Label 2024-2025, which is an initiative by the European Festivals Association supported by the European Commission and Parliament. The Ocean Coast Film Festival is a sister festival of the Moinho Cine Fest.

ARTICLE 1
(Objective)
The objectives of the Moinho Cine Festival are to celebrate and stimulate contemporary Portuguese and international cinema with monetary prizes and screening fees and to entertain, enrich and educate the public in the way they see the world and cinema through a diverse program coming from all over world.

ARTICLE 2
(Date)
The 7th edition of Moinho Cine Fest will take place will take place in March and/or April 2025 in Matosinhos, Portugal. The venues and the dates will be announced later.

ARTICLE 3
(Sections)
1. Submissions are accepted from:
Short Film – Competition of Portuguese and international films with duration from 05:01 (mm:ss) to 01:00:00 (hh:mm:ss) and unreleased or premiered from January 2023 (including).
Micro Film – Competition of Portuguese and international films with duration from 01:01 (mm:ss) to 05:00 (mm:ss) and unreleased or premiered from January 2023 (including).
Nano Film – Competition of Portuguese and international films with duration until to 01:00 (mm:ss) and unreleased or premiered from January 2023 (including).

ARTICLE 4
(Admission Conditions)
1. Film and unreleased or premiered from January 2023 (including).
2. Directors of any age or nationality can participate.
3. Animation, documentary, fiction and experimental films are accepted.
4. Films of other genres are not accepted.
5. Also, we don’t accept films that are defamatory, threatening, pornographic, racist, ethnically offensive, or otherwise violating Portuguese law. That is, films that are in any way inappropriate are banned.
6. There is no limit on the number of films that each participant can submit for the festival, as long as they respect the rules of this regulation.
7. There is no premiere policy and the films may be published online.
8. In the competitive sections, films made and produced by people connected to the organizing entity are not accepted.
9. It is the participant's responsibility to indicate the section in which the film is competing in the act of submission.

ARTICLE 5
(Subtitling)
1. The submitted films spoken in Portuguese are not required to be subtitled in English.
2. The submitted films spoken in another language must be subtitled in English.
3. The organization will translate and subtitle into Portuguese the films in competition spoken in another language.

ARTICLE 6
(Jury)
1. The Jury will consist of three individuals invited by the festival direction.
2. People who have direct interests in the production and/or exploitation of the films in competition cannot be part of the Jury.
3. The Jury’s constitution will be announced on the festival's website and social networks in an early 2024.

ARTICLE 7
(Awards)
1. The Jury will award the following awards:
Best Film: 300 EUR + Trophy + Certificate
Best Portuguese Film: 200 EUR + Certificate
Best International Film: 200 EUR + Certificate
Best Short Film: 100 EUR + Certificate
Best Micro Film: 100 EUR + Certificate
Best Nano Film: 100 EUR + Certificate
Best Animation: 50 EUR + Certificate
Best Documentary: 50 EUR + Certificate
Best Experimental Film: 50 EUR + Certificate
Best Fiction: 50 EUR + Certificate

2. The Jury may decide to award Honorable Mentions.
3. The Jury will not award prizes ex aequo.
4. The Best Portuguese Film is awarded to film produced in Portugal.
5. The mean of payment for awards is Paypal, one of the most popular online payment methods. Paypal may charge fees for its services. More information in https://www.paypal.com
6. In countries where these means of payment do not work, the organizer cannot pay the exhibition fees.
7. The payment is made within 31 days after the end of the festival to an account indicated by the participant.

ARTICLE 8
(Screening Fees)
1. In the competitive sections, the organizer entity pays each film 0,05 EUR per second without credits.
2. If there is a fee waiver, the submission fee can be deducted under article 10 of this regulation.
3. The maximum value of screening fee per film is:
Short Film: 180,00 EUR
Micro Film: 15,00 EUR
Nano Film: 3,00 EUR
4. The mean of payment for screening fee is Paypal, one of the most popular online payment methods. Paypal may charge fees for its services. More information in https://www.paypal.com
5. In countries where these means of payment do not work, the organizer cannot pay the exhibition fees.
6. The payment is made within 31 days after the end of the festival to an account indicated by the participant.

ARTICLE 9
(Submission)
1. The submission will be made exclusively on the FilmFreeway platform through the website https://filmfreeway.com/moinhocinefest from 00:00 on the June 1, 2024 until 23:59 on December 31, 2024.
2. The time zone for submissions in FilmFreeway is Pacific Standard Time (PST).
3. The submission fee applied to each film is:
June 2024
Short Film: 5,50 EUR;
Micro Film: 3,50 EUR;
Nano Film: 1,50 EUR;
July 2024
Short Film: 6,50 EUR;
Micro Film: 4,50 EUR;
Nano Film: 2,50 EUR;
August 2024
Short Film: 7,50 EUR;
Micro Film: 5,50 EUR;
Nano Film: 3,50 EUR;
September 2024
Short Film: 8,50 EUR;
Micro Film: 6,50 EUR;
Nano Film: 4,50 EUR;
October 2024
Short Film: 9,50 EUR;
Micro Film: 7,50 EUR;
Nano Film: 5,50 EUR;
November 2024
Short Film: 10,50 EUR;
Micro Film: 8,50 EUR;

4. The submission fee may be waived under Article 10 of these regulation.
5. There is a 10% discount for FilmFreeway Gold members.
6. Payment of submission fee is made directly on the indicated platform.
7. The platform may charge other fees for its services.
8. The submissions fees are non-refundable.

ARTICLE 10
(Fee Waiver)
1. You can request a fee waiver by sending an e-mail to moinhocinefest@gmail.com informing the film and the reason.
2. The festival direction reserves the right to decide to accept the request or not.
3. The submission fee will be deducted from the screening fee if the fee waiver request is accepted.

ARTICLE 11
(Re-entry)
1. Accepts films submitted in previous editions but which were not selected and that comply with all the requirements of the current edition's regulations. To submit again, please, ignore the message: “You have previously submitted this project to this festival.”
2. Selected films from previous editions of the festival are not accepted.

ARTICLE 12
(Selection)
1. It is the responsibility of the festival direction to select all the films scheduled.
2. The results of the official selection will be communicated until January 15, 2025 by email and on the festival's website and social networks.
3. All selected films will receive a certificate of participation.

ARTICLE 13
(Screening Copy)
1. The screening copy must be in MP4 format and must be sent together with the following information to the catalog: Synopsis and one frame/still.
2. If the festival does not receive what was requested in previous point until January 31 2025, the film is automatically excluded from Moinho Cine Fest and another film is selected.
3. The festival may exceptionally accept screening copy in another format than that specified.

ARTICLE 14
(Copyright)
Copyright is the sole responsibility of its author.
1. Each participant will ensure that the films are his/her own, taking the responsibility for the content of the film and that the film does not infringe any copyright, related rights or industrial property rights of any third party.
2. In case of including people, each participant guarantees to have authorization of the same for their exhibition, being responsible for any violation of the right to the image, the reserve of the intimate life and others.

ARTICLE 15
(Guest)
1. The organizing entity may invite filmmakers to screen films in non-competition.
2. The organizer entity will not pay screening fees for guest films.
3. The copyright of the invited films is the responsibility of the authors.
4. All filmmakers in competition are invited to attend the Moinho Cine Fest.
5. The organization entity doesn’t pay for travel, accommodation, meals or other expenses associated with travel of filmmakers in competition. That is, if the filmmakers in competition wish to be present at Moinho Cine Fest, they will be entirely responsible for all costs associated.

ARTICLE 16
(Extensions)
1. If the film is awarded, it may be part of non-commercial screenings/extensions as part of the festival’s promotion.
2. These screenings are not entitled to payment of an exhibition fee.

ARTICLE 17
(Acceptance)
The participation in Moinho Cine Fest implies the reading of this Official Regulation as well as its acceptance.

ARTICLE 18
(Omissions)
The festival direction reserves the right to decide on cases not provided for in these Regulations as well as to make the necessary changes, giving timely notice to all interested parties.
